          World Peace Flag Organization, 501 C (WPFO).  Since WPFO inception in 1996 no one has received a salary and when they are to begin our “By-Law” limits them to not more than $500.00 per week per employee.  The Organization has received the Los Angeles Mayors Certificate of Appreciation Awards.  This grant application is under the names World Peace Flag Organization 501 c4 (WPFO)  and Better Vision for Children Foundation 501 c3.  (BVC) 



      This is a joint application  Better Vision for Children Foundations a 501 c 3 founded by Tom Cataldo the inventor of “First Alert” which has saved 1,000 of Seniors.  Visit: www.bvcnow.org



B.V.C. Goals:  Organization, Objectives and Utilization of Donations



The Better Vision for Children Foundation (B.V.C.) is a nonprofit public benefit association which is organized and operated for charitable purposes. B.V.C. has established its tax exempt status under section 501(c)(3) of the Internal Revenue Code.



This is the sole purpose of B.V.C.:



  To prevent and cure partial or total blindness resulting from amblyopia (lazy eye) through:



  Getting information to parents, pre-scholars, children's homes, etc., on the importance of getting pre-school children's eyes tested and corrective measures performed by ophthalmologists and other professionals with experience in screening and treating amblypia



A program of mass screening of one- to four-year-old children for amblyopia, retinoblastoma- eye cancer with a digital photo screener that can be operated by non-medical personnel.  We would like to see at lease one each van with screening equipment in each major US city.  Cost to vehicle and equipment is approximately $150,000 and it would require two employees at a salary expense of approximately $100,000 per year.  A percentage of the profits from Noah’s Ark Theme Parks will help with the delivery of these much needed medical vans.  An area at the Noah’s Ark Theme Parks will be set aside for complementary screening of children who visit. To place one Medical Van per state @ $50.000 each plus salary for two people each.



  Payment of, or reduction in, the cost of the prescription eyeglasses or lenses required for treatment of underlying eye disorders



LEGAL NOTE:  Counsel informs that both a 501 c3 and 501 c4 are IRS approved 501 c Non-Profit Organizations.  The basic difference between a c3 and a c4 is that the Grantors tax deduction with a c3 is taken as charitable deductions and may be subject to limitations of your IRS Adjusted Gross Income amount.  The Grantors tax deduction with an IRS 501 c4 Non-Profit is generally taken as a Promotion/Advertising amount and has no limitation amount.

                                  SHORT TERM GOAL PLAN:

 

      Have a 24 to 48 at LA Coliseum which will accommodate  92,516 people with extra seat/standing in the infield.  The music will be varied .  We have contacted the Coliseum events and philanthropy committee to perhaps get the stadium expense donated or a part thereof to our Non-Profit and in return they will become the sponsor whose name will appear on the Noah’s Ark float which will is scheduled to be  in the Hollywood 2010, Rose Bowl Parade 2011 and Martin Luther King 2011 parades.  Disclaimer:  The foregoing LA Coliseum reference is proposed and not yet approved…..  In the alternative we have recently found a benefactor who will put up the required fees at the Stadium.  If not at the Coliseum a place of equal capacity such as Orange County’s  Anaheim Stadium or a College Football field.
